Vehicles use arbitrary short range networks to make predictions and communicate hazards

Rather than primary centralised control centres, self driving vehicles talk to each other to inform each other of hazards, current and projected movements and other relevant real time information. The urgency is prioritised allowing for emergency stops and other evasive manoeuvres to be performed in a timely fashion. The network nodes include roadside sensors and other street furniture, as well as the vehicles themselves.
The architecture is designed for constant upgrades and adaptation due to the importance of robust operation in a highly variable environment and the security is such that most of the network does not communicate directly to human operators but hard to fake authorised machine users.
Initially the networks WERE designed around a more centralised setup to enable law enforcement goals to be achieved but a combination of technical concerns and political problems forced the adoption of the safer, faster fractal decentralised layout. The vast majority of law enforcement goals were achieved by default as the crimes of concern became impossible to commit.
